Concept to Capability Support Analyst

Position Overview

Supporting FCC’s FID/CDD, the contractor shall assist with the development, integration, and publication of Army Operating Concept (AOC) Cross-Functional Annexes (CFAs) and the execution of learning campaigns to provide the intellectual and analytical rigor to underpin the concepts. The contractor shall assist in:

  • Development of conceptual ideas for the CFAs and ensuring those ideas are horizontally and vertically integrated with those identified in the other elements of the Army Concept Framework.
  • Reviewing and recommending approval of required capabilities described in Appendix B of CFAs.
  • Ensuring the learning demands in support of CFA development and refinement are included, as appropriate, in the AFC Campaign of Learning series of tasks and events, and are properly annotated in the Forge Database.
  • Providing capability developers continued feedback with regards to learning needs and events (e.g., Experimentation, AoA, Soldier touchpoints) necessary to determine materiel and non-materiel gaps associated with CFA required capabilities, and identify and implement DOTMLPF-P solution sets. This feedback will be inputted and updated in the Forge Database.

Specific knowledge, skills, and experience include:

1.Significant experience with AFC or TRADOC organizations and FCC processes that include: DOTMLPF-P domains and analysis, JCIDS process and capabilities development, Capabilities Based / Threat Based Assessments (CBA/TBA), and Top-Down Futures Development Process (TDMP). Significant experience is defined as a minimum of 3-5 years working in the concepts and capabilities development community of practice.

2.Shall require recent and relevant experience in the task area they are being assigned to.

3.Current working knowledge of the Joint Capabilities Integration and Development System (JCIDS) process, to include recent updates to the CJCSM and CJCSI.

4.Working knowledge of TR 71-20 (Concept Development, Capabilities Determination, and Capabilities Integration).

5.JCIDS capability developments analyst with appropriate DAU certificates. DAU certificates shall include;

a.Capability Developer Course;

b.CLR 101 (Intro to JCIDS);

c.CLR 151 (Analysis of Alternatives);

d.CLR 250 (Capability Based Assessment);

e.CLR 252 (Key Performance Parameters);

f.RQM 110 (Core Concepts for Requirements Management)


  • Bachelor's degree
  • Successful completion of Army CGSC or service equivalent
  • 20 years Defense-related experience.
  • 3+ years of experience with Future and Concepts Center (FCC).
  • Clearance:  Secret
  • Knowledgeable in Microsoft Office Suite.


  • Master’s degree
  • Clearance: TS/SCI
  • 5+ years of experience with the Army Capabilities and Integration Center (ARCIC) or other military experimentation organization.
  • 5+ years of analytical study experience.


  • As required estimated 10-15% a year
