Position Overview

The Proposal Manager leads and manages proposal activities, including developing win strategies and plans, directing proposal personnel, managing proposal schedules and deadlines, developing proposal outlines and compliance matrixes, writing, and editing proposal material, and monitoring the progress of the proposal. Responsibilities include:

  • As a lead on a proposal effort, responsible for managing all aspects of the proposal writing process to ensure all requirements are met and a high-quality proposal is delivered on schedule.  When writing in support of a proposal, assist in the specific sections of the proposal as assigned and carry out all quality assurance aspects
  • Develop, coordinate, and review proposal strategies and themes.
  • Review requests for proposal (RFP); develop proposal management plans, outlines, and schedules; coordinate quotes, and requests for information (RFI). 
  • Direct the creation and review of a proposal outline for use as a key document design and control medium.
  • Analyze RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs.
  • Build the proposal compliance matrix and track the fulfillment of all requirements.
  • Review annotated outlines, completed storyboards, and/or proposal sections to ensure requirements are adequately addressed and that the proposal complies with RFP instructions.
  • Conduct regular proposal progress status meetings and maintain the proposal schedule.
  • Develop “color team” plans for the interim reviews and internal evaluations of technical, management, and overall proposal approaches.
  • Write/edit proposal content, as needed.
  • Work with Volume Leads to ensure intervolume compatibility is achieved.
  • Plan and execute proposal reviews; track, adjudicate, and incorporate review comments and recommendations.  
  • Direct the Proposal Coordinator, if assigned, in all proposal development and production activities.
  • Other reasonable and normal duties associated with the Proposal Manager position, as directed by the Business Development/Capture Manager.

Qualifications:

  • 5-10 years’ experience in proposal writing and development.
  • Knowledge and experience with federal contracting, preferred.
  • Excellent attention to detail and the ability to generate creative ideas while working both independently and collaboratively as part of a team.
  • Self-starter, multitasker, great teammate, works well under pressure, and follows through on tasks. Keeps the team informed of changes.
  • Shows desire to take on responsibility.
  • Excellent communication, interpersonal, and organizational skills.
  • Ability to author high quality proposal content and excellent technical writing skills.
  • Advanced proficiency with MS Office Suite including mastery of Microsoft Word.
  • Ability to engage with senior technical and management to obtain necessary information.
  • Occasional travel required.
  • Strong social skills and the ability to influence others without formal authority & lead cross-functional teams.
