Position Overview

Seeking an experienced, Senior-level Program Manager (PM) to be responsible for the successful performance in supporting and operating the U.S. Army’s Enterprise Management System (EMS) component of the Army Training Information System (ATIS). ATIS provides the underlying infrastructure to manage and deliver standardized training to Soldiers and other learners. The ATIS program designs, tests, implements, operates, and sustains an enterprise ATIS that provides a common operational picture of the training environment through integrated, interoperable training development, management, scheduling, and delivery capabilities. ATIS enables Commanders, leaders, Soldiers, and civilians to understand, visualize, describe, direct, lead, and assess training requirements to plan, prepare, execute, and assess training. ATIS also provides the institutional, organizational and self-development Army training domains to manage individual and collective training and education requirements.  

Work will be performed at the Government’s facility located on Joint Base Langley Eustis (JBLE) in Newport News, VA and periodically at the Acquisition Logistics and Technology Enterprise System and Services (ALTESS) data center COOP site in Radford, VA.   


  • Manage, support, and meet all requirements in support of all contract deliverables across all functional teams (Cybersecurity, Helpdesk, Networking, Systems (servers, SAN, infrastructure)
  • Manage onsite staffing, hiring, personnel issues, shielding, PTO requests/approvals, etc.
  • Be the onsite face of corporate to the customer, interface with corporate to meet onsite resource requirements to meet customer support objectives.
  • Oversee all technical teams, systems, network, cybersecurity operations in support of the ATIS training mission with hardware/systems in multiple geographical locations IAW PWS.
  • Maintain Work Breakdown Structure (WBS) and Integrated Master Schedule (IMS) and report weekly or as required.
  • Take meeting minutes, track and report issues and discrepancies to the customer.
  • Facilitate/manage large cross functional projects and project teams to meet customer schedule, cost, quality requirements.
  • Attend meetings with senior and lower-level government and contract teams in support of ATIS operations, sustainment, security and changes.
  • Meet all PWS stated requirements IAW applicable Army, DoD and federal regulations.


  • Minimum 6+ years Program Management Experience desired
  • Strong leader, demonstrated initiative, sound judgment, and ability to manage Network, Systems, Helpdesk and Cybersecurity Teams.
  • Experience briefing and interfacing directly with upper-level government leadership.
  • Superior verbal and written communication skills; ability to clearly articulate complex resource and technical issues to leads, staff, and clients.
  • Ability to monitor the progress of multiple concurrent and highly visible projects and requirements.
  • Ability to analyze issues and take required corrective actions.
  • Skilled at-risk identification and mitigation.
  • Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the customer and team member spaces.
  • Ability to manage onsite staff, resolve personnel issues and support team cohesion.  
  • Have relevant experience at a comparable level of responsibility in projects of similar size, scope, and complexity.
  • Have experience working with the United States military is highly desired.
  • Recent experience shall include a combination of managerial and technical skills demonstrating the ability to manage complex large-scale Information Technology (IT) projects. that operate 24 hours per day, 7 days per week.
  • Have knowledge of and experience with educational technologies that provide automated support to learning and learning management.
  • Have experience successfully managing similar programs.

Education: Desired (not Required) - bachelor’s degree (or higher) in a management or technical discipline

Certifications: Possess an active Project Management Institute (PMI) Project Management Professional PMP certification, Defense Acquisition Workforce Improvement Act Level III certification in Program Management, or other recognized Information Systems program management certifications.


  • Certified at IT Level III IAW 25-2 (T3 Personnel Security Investigation)
  • Must be a US Citizen
  • Maintain Secret security clearance
