Cyber Security Network Manager (CSNM)

Position Overview

Seeking an experienced, Cyber Security Network Manager (CSNM) to manage and oversee team members with supporting, monitoring, testing, and troubleshooting Enterprise level Network environments utilizing CISCO network equipment supporting the U.S. Army’s Enterprise Management System (EMS) Help Desk component of the Army Training Information System (ATIS). ATIS provides the underlying infrastructure to manage and deliver standardized training to Soldiers and other learners. The ATIS program designs, tests, implements, operates, and sustains an enterprise ATIS that provides a common operational picture of the training environment through integrated, interoperable training development, management, scheduling, and delivery capabilities. ATIS enables Commanders, leaders, Soldiers, and civilians to understand, visualize, describe, direct, lead, and assess training requirements to plan, prepare, execute, and assess training. ATIS also provides the institutional, organizational and self-development Army training domains to manage individual and collective training and education requirements.  

Work will be performed at the Government’s facility located on Joint Base Langley Eustis (JBLE) in Newport News, VA and periodically at the Acquisition Logistics and Technology Enterprise System and Services (ALTESS) data center COOP site in Radford, VA. 


  • Perform IAT Level II functions described in 8570.01 in support of EMS and ATIS networking, switching, firewalls, routing, call managers and other infrastructure equipment under the leadership of the program manager.
  • Maintain STIG, Cyber Security, IAVA, NIST and other regulatory compliance for deployed systems.
  • Support NIST RMF accreditation efforts as needed.
  • Upgrade, deploy, configure, patch and manage Networking/Systems hardware across multiple sites both onsite and remotely.
  • Provide monitoring and reporting on equipment status, issues, resolutions, corrective actions.
  • Support modernization efforts to include maintaining abreast on new technologies, provide white papers, testing, evaluations and engineering efforts.
  • Manage and support teams of Networking and Systems professionals IAW contract and operational requirements.
  • Support COOP real world and exercise operations as needed.
  • Support Program Manager with task and work levels of effort requirement to maintain and update contract Work Breakdown Structure.
  • The CSNM positions is designated IT–I IAW AR 25-2.
  • Analyze the system performance, optimize the system, and recommend system improvements.
  • Coordinate identification and management of system problems.
  • Develop studies to identify process improvements and new technologies applicable to the ATIS and EMS operations.
  • Support hardware and software inventories as needed.


  • Must have at least 7 years of experience in supporting, monitoring, testing, and troubleshooting Enterprise level Network environments utilizing CISCO network equipment.
  • Must have at least 5 years of experience deploying, configuring, and sustaining VoIP technologies such as Cisco Call Manager, Unity, Content Center Express within a DoD Enterprise Environment.
  • Experience briefing and interfacing directly with upper-level government leadership. Must have previous experience in testing, evaluating, and preparing systems for security certification under National Institute of Standards and Technology (NIST) and/or Risk Management Framework (RMF) for IS guidance.
  • Experience managing multi-site VPNs, to include deployment, management, security Harding, STIGing, monitoring in a enterprise environment 

Education: Desired (not Required) - bachelor’s degree (or higher) in a Cyber Security or technical discipline.


  • Meet DoDD 8570.01 certification requirements for (IAT) Level II.
  • Must have Cisco Certified Network Professional (CCNP).


  • Must be a U.S. citizen.
  • Maintain Secret security clearance(s) at the level required by the client and/or applicable certification(s) as requested by Client(s)/Customer(s)/Prime contractor(s).
