Management Services

JANUS' Management Services offerings include, but are not limited to:

 Acquisition Support

JANUS is experienced in providing acquisition support for large-scale defense programs. JANUS provides milestone support and is experienced in complying with Joint Oversight requirements for defense programs. JANUS has established automated system/equipment and documentation requirements for Milestone Reviews to include Acquisition Plans, Transportability Studies, Decision Coordination Papers, Specifications, Operational Requirements Document, DOD 5000 Support, Network/System Architecture Analysis, and development of Technical Data Packages. JANUS is experienced in developing original ORDs and subsequent ICDs, CDDs, and CPDs.

 Administrative Support Services

In conducting administrative support services, JANUS covers diverse activities ranging from administrative documentation and clerical support to interoffice coordination and training. JANUS administrative support personnel are expected to prepare, review and update administrative documentation. Administrative duties include identifying specific documentation to be reviewed or updated, reviewing current documents together with other pertinent documents and revision or updating of documentation to reflect current status.

 Financial Analysis

JANUS financial analysis includes preparing, analyzing, and updating budgetary documentation. We identify the specific budgetary documentation to be reviewed or updated, after which we review the current documents together with other pertinent documents and revise or update the documentation to reflect the current program status and support the execution process. JANUS is experienced with utilizing Department of Defense standard financial systems to report, record, and analyze budgetary documents for our customers.

 Cost Analysis

JANUS is experienced in preparing and coordinating Cost Analyses for major defense acquisition programs, to include:

  • Ensuring traceability to the Acquisition Strategy, and related program definition and capabilities documents (e.g., Capabilities Development Document).
  • Upon completion of the Joint Staff Data Call, preparing the Cost Analysis Requirements Document (CARD). The CARD will be prepared by the program office describing the complete program. The CARD is submitted to the OSD Cost Analysis Improvement Group (CAIG) resulting in an Independent Cost Estimate (ICE).
  • Scope of the cost analysis, the analytical methods to be used in preparing cost estimates, and the procedures and presentation of the estimates to the CAIG.
  • Preparing the program Life Cycle Cost Estimates (LCCE) and Program Office Estimate (POE) based on the Joint Staff Data Call.
  • Ensuring data from the POE, ICE, and Component Cost Analysis (CCA) are incorporated into the Joint Cost Position (JCP).
  • Assist in the preparation of the Affordability Assessment based on the JCP.

Cost Control

JANUS has extensive experience with cost control tools and techniques. Cost control is a major issue for any large program. JANUS employees are intimately familiar with major defense acquisition programs Unit Cost Reports (UCR) including the Defense Acquisition Execute Summary (DAES) and Selected Acquisition Report (SAR) to ensure the program is within its Acquisition Program Baseline (APB) objectives.

Cost Reporting

JANUS provides Program and Budget Documentation Support, to include but not limited to, the preparation of program milestones with estimated cost and manpower requirements, justification for costs and manpower, justification for delays in program spending, modifications to program and budget submittals based on delays, and back-up data/charts and be prepared to support budget processes/budget reviews as required.

Technical Status Reporting

JANUS provides monthly Technical Status Reports (TSR) to our customers. These reports are delivered no later than 7 days after request from the government. All of our TSRs will include information stipulated by the government. TSRs will also include, at a minimum, any accomplishments during the current reporting period, accomplishments planned for the next reporting period, and any issues affecting progress or performance capability.

Earned Value Management

Earned Value is useful for cost control, resource management and production. JANUS is experienced in providing EVM-driven project status information including, but not limited to: 

  • Planned Value (PV): Budgeted (planned) cost of work scheduled (BCWS) on an activity to a given point in time.
  • Earned Value (EV): Budgeted cost of work performed (BCWP) on the schedule activity during a give time period.
  • Actual Cost (AC): Actual cost of work performed (ACWP) on the schedule activity during a given time period.
  • Provide a cost curve graph plotting BCWS, BCWP, and ACWP on a monthly basis from inception of the contract through the last report, and plotting the ACWP curve to the estimated cost at completion (EAC) value.
