Position Overview:

Lead business development and all associated capture management activities for JANUS Research Group’s Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Business Unit. Perform BD and Capture responsibilities, including Task Order identification, validation, and capture for all existing and new contracts at a DoD agency. Work closely with JANUS Business Development and Business Unit teams. Identify opportunities, develop client relationships, and capture industry relationships. Support teaming and proposal development. Manage and maintain the C4ISR opportunity pipeline.

Responsibilities include full opportunity lifecycle management to include identifying and maturing opportunities, capture management, developing and maturing a pipeline of new business opportunities, obtaining opportunity pursuits approvals through a gate review process, supporting the development of strong, highly competitive proposals, and working across the company to drive growth.

  • Coordinates between JANUS business areas, corporate business development, corporate strategic planning, relevant external associations, and senior-level government offices for all C4ISR-related policy, programs, and initiatives
  • Provides an in-depth understanding of joint warfighter requirements, including broad knowledge of military Service combat platforms and integration of C4ISR capabilities into joint warfighting operations
  • Supports and participates in development and implementation of business development strategies for all C4ISR-related areas and programs
  • Assists in arranging, monitoring, coordinating, and managing customer interfaces, including written DoD communications, presentation development and delivery, and representation at industry and government conferences and seminars
  • Responsible for high-level relationship management within C4ISR community and subordinate organizations
  • Assists, supports and manages the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of C4ISR Contracts
  • Responsible for determining needs, requirements and new business opportunities across the C4ISR community
  • Participates in overall DoD/Army marketing strategies and business planning in support of JANUS initiatives and strategic corporate business pursuits
  • Generate a detailed annual operating plan for the business development department
  • Establish and maintain customer communications, marketing and branding material (including the company website), and related collateral including advertising campaigns, publicity releases and promotional activities
  • Oversee and coordinate tradeshow, conference and event planning and scheduling
  • Work all phases of the business development lifecycle:  identification, qualification, pursuit, capture, pre-proposal readiness, proposal management, color and gate reviews
  • Document all capture information and report status of opportunity along BD lifecycle
  • Lead the Bid/No-Bid process for C4ISR Business Unit
  • Ensure capture teams utilize a defined capture process with appropriate gate reviews and bid/no-bid decisions along with color team reviews (i.e. red team, black hat reviews) and price-to-win analysis for major, must win opportunities
  • Work with capture teams to identify best team fit, both as a subcontractor and prime, for specific opportunities and achieve beneficial teaming agreements for opportunities
  • Write proposal sections to include: executive summaries, quality assurance plans, risk management plans, management, past performance, resumes and cost volumes
  • Hold regular new business reviews with the staff to review forecasts, the new business pipeline and key capture status

Position Requirements:

  • Bachelor's degree

  • Ten years of relevant experience

  • Excellent written and oral communications skills

  • Knowledge of US Federal and DoD contracting and acquisition processes

  • Possess a DoD Secret or above clearance

  • Excellent organizational skills

  • Seasoned business acumen

Preferred Skills and Qualifications:

  • Bachelor's degree in a STEM related field and a Master’s degree

  • Prior DoD experience as a Soldier or civilian

  • Proposal development experience

  • Working knowledge/experience at Aberdeen Proving Grounds
