Meet the Business Development Team

Dr. Frank Lazzara

Director of Business Development

Dr. Frank Lazzara is a former Armor Officer originally from the Columbus, Georgia and east Alabama area.  He recently left his position as the Director of Technology and Faculty member for the Columbus State University’s College of Business where he was involved in Economic and Workforce Development, Information Technology consulting, and research analysis.  He has worked over the years with regional civilian, local and state governmental and military consulting roles with the City of Columbus, Georgia Tech, Georgia Department of Tourism and Trade, and Fort Benning, in particular with the BRAC realignment project at Fort Benning.  He is a graduate of the U.S. Army’s Officer Candidate School, Armor Officer Basic Course, Infantry Officer Advanced Course, Logistics Course, and CAS3.  He had two company commands and various staff and leadership positions during his military tenure.  He holds a Bachelors degree from Auburn University, an MBA from Columbus State University, and a PhD in Organization and Management with a Specialization in Information Technology Management from Capella University.

Michael (Mike) Wiltse

Deputy Director, Business Development (1SG, USA Ret.)

Michael (Mike) Wiltse (1SG, USA Ret.) – Mike is a retired tactical communications chief who served in numerous tactical units, including the 1st AD, 3rd ACR, 3rd ID, and 82nd Airborne Division. Upon retirement, Mike joined the JANUS team and worked as a combat developer at Fort Gordon for several years before becoming BD’s Deputy Director. Mike holds a BBA, an MBA, and a Master of Science in Project Management.

 

Mr. Donald C. Macleod

Program Manager - Atlanta Operations (LTC, USA, Ret.)

Mr. Donald Macleod served for over 23 years in the U.S. Army Military Police in tactical, operational and strategic leadership positions. His broad military experience included assignments in force protection, law enforcement operations, criminal investigations, confinement operations and special weapons security, and he completed his service as the Chief of Investigations for the FORSCOM IG Office. Mr. Macleod has been with Janus Research Group since 2000, providing installation, division, MACOM and DA with planning and operational contract staff support. He has worked in progressive positions of responsibility in Janus, and is now the Program Manager for Atlanta Operations.

Mr. Gary Ostby

Senior Capture Manager West Coast Operations

Mr. Gary Otsby is a former Signal Corps Officer who served in various command, staff and leadership positions to include Operations Joint Endeavor, Joint Guard, Joint Forge, Operation Noble Anvil, and KFOR while on active duty.  After coming to work for Janus, he supported the Directorate of Combat Development at FT Gordon, specifically working IA acquisition issues for the Signal Center.  While working at JANUS, Mr. Otsby continued to serve in the Army Reserves with the 2nd of the 347th Infantry Regiment and was activated to go to Iraq in April of 2004 to train the New Iraqi Army as part of a 6 month Coalition Military Assistance Training Team.  Upon his return to JANUS, he became the Program Manager for the Global War On Terrorism (GWOT) historical collection cell of all Signal Units or personnel involved in Operation Noble Eagle (ONE), Operation Enduring Freedom (OEF), and Operation Iraqi Freedom (OIF).  He has also served as the deputy director of Engineering responsible for the Virtual Environment Training Quality Assurance program and the Ergonomics/Human Factors Engineering Program.  After subsequently serving as the company’s Director of Business Development, Mr. Otsby now leads the West Coast development and operation support.  Mr. Otsby holds a Bachelor of Science degree in Human Factors Engineering from the United States Military Academy and a Master of Science degree in Computer Systems Management.
